Reading these numbers

The denominator is our corpus, not the country. CarrierHelm holds a systematic sample of the FMCSA register — currently active carriers plus ones deactivated within the past year, over-represented on purpose so the deactivated case is visible at all. A count here describes what we hold. It moves when the corpus does.

A cargo authorisation is what the carrier told FMCSA it is equipped and authorised to haul on its own MCS-150. Most carriers declare several, so these groups overlap: a carrier counted here is very likely counted on other cargo pages too. It is a statement of scope, not evidence of what is on the trailer today.
